We will aim our practices, programs and initiatives to one (1) prevent, delay or reduce usage of these substances by young people, and two (2) over time, among adults by addressing those factors in a community that increase the risk of youth substance use and strengthen those factors (protective) in a community likely to prevent youth substance use. Our four Pillars model is a subset of the Substance and Mental Health Services Administration's (SAMHSA) Strategic Prevention Framework (SPF), the model the Coalition's adopted to implement and evaluate our Strategic Plan. The Coalition's three (3) substances of focus: Tobacco, Alcohol and Marijuana.
We will select four (4) key areas to impact and monitor through survey metrics in order to measure the community’s progress
Age of onset - at what age does substance experimentation begin? - delay of onset decreases likelihood of experimentation
Frequency of use in past 30 days - how often does substance use occur? - reduction in frequency is less damaging to cognitive development and reduces propensity for future development of addiction
Perception of risk or harm - does youth perceive substance use as dangerous? - higher perception equates to less likelihood of use/lowered frequency and/or quantity of use
Perception of disapproval of use by parents - do youth perceive that parents do not approve of substance use by youth? - parental disapproval increases likelihood of youth abstinence
We will implement programs/projects and work with others to consider policies which achieve our goals. These can be developed within the community or discovered as best practices that other communities are successfully utilizing. We currently partially or fully fund Big Brothers Big Sisters, Idaho Drug Free Youth and ATI5B.
We will measure the success of our efforts towards our goals tied to goal #1, by annually surveying the community’s student population, and goal #2, by annually surveying the adult population. Students will be surveyed with the primary goal of monitoring the four (4) measures above and adults will be surveyed to gauge changes in environmental norms.
